"In Hungary, the establishment of owner-occupied blocks has been existing since 1924, and the today effective act is already the fourth act on owner-occupied blocks. The commentary of Act CXXIII. of 2003 on owner-occupied blocks attempts to introduce the rules of this special form of joint property to the readers. This puiblication can be useful first of all for common representatives, those specialising in owner-occupied block affairs on a day-to-day level, but also for experts active in the area of law.

The explanations inserted into the text of the act can be used as independent texts,
but also as addendum to the text of the act.

The co-authors being a lawyer and a university docent perfectly combine the advantages of theoretical and practical approach in their book The authors often attempt to explain not only the concrete text of the legal provisions, but also the underlying general civil law background institutions and the legal principles of owner-occupied block conditions (for example principle of good faith, general prohibition of law abuse, etc...) Moreover, in the text of the commentary we can find also the general introduction of knowlege related to voting proportions (for example simple majority of votes, qualified majority, absolute majority).

The annex of the commentary contains a deed of foundation of owner-occupied blocks and rules of organisation and operation. These two documents are of course sample documents, the content of which should in every case be precisized, complemented, amended during the course of the establishment of given owner-occupied blocks in the light of the concrete ownership and operating conditions, yet those, who don't know how to establish owner-occupied blocks on the basis of the new, fourth act on owner-occupied blocks, can use it as an achchor point.
